I have a 2018 that got a map update in 2018 then early 2019. Do Ford have an official policy on how long they provide updates for ?

Oh snap! :D

It's true, updates are erratic and no way to know what'll happen next (or when).
One thing that holds (for Greece, at least) is that the free "traffic info" is valid for two years after purchasing new from dealer.

The last map and sync update I had was in March 2019. I have checked on a regular basis but it always comes up that they are all up to date. I am sure their must have been a lot of road changes during that time.

I got my Vignale 2017 a few months ago in 2020 and asked if any updates available because every time I cross the river Mersey on the new bridge it looks like I am wading. The sales man told me none available yet.

As someone else said yonks ago, out of date as soon as it’s released.
I’ve said this before, I think it’s ok. Ok I cocks up once in a while but why buy a car with a sat nav and then use a better one that might marginally do a better job.
So buy a Casio watch and then go out and buy a Brietling.
Just an observation.
