I have a 2009 mk1. 

Head light went at the weekend, while changing it noticed there was oil in the the water. I cleaned out the tank but oil appeared again.

Took it to the garage who inform me it could be either the oil cooler or a porous block - don't think it is head gasket as oil isn't a milky colour. Either way we are talking lots of money. Has anyone else had these sorts of problems? Is there any way of checking which it could be

Yes, and not that I know of; you do have my sympathies as I had to move on my Mk1 after oil spotting on my drive was traced to a header tank full of black gunk. I was told much the same - oil cooler (relatively inexpensive but unlikely), head gasket or block

Water is in the tank where the anti freeze goes

Ok now we are getting somewhere.
But just to clarify even more.

Do you have water in the coolant tank?
Or do you have coolant in the coolant tank?
And you have an issue with oil getting in the coolant tank?

If that is the case, the oil and coolant should mix and be white-ish color.
